What is the difference between energy absorbed by earth(from the sun) and the energy that is remitted by earth?

Why the government is asking donations from the public ?

The New Pension System (NPS), which aimed at reaching out to 270 million people, or 90 per cent of the workforce, has covered only a miniscule 4,600.





Of course, the overall number may be much higher at around 873,000, but most of it is amassed by government servants who have joined after June 1, 2004, and whose mandatory retirement savings are being invested in the scheme.





What has made the NPS, one of the most advanced and cost-effective schemes, such a non-starter? Here are some key reasons.





Access. We receive several queries from readers on how to subscribe to this scheme. This is surprising, especially when most banks, including bigwigs such as State Bank of India and Axis Bank, are already acting as points of sale for it. One of the reasons is that there is no direct incentive for people selling the scheme.





"Due to lack of participation by service providers, NPS has not reached out to the masses. We are looking at providing direct incentives of fixed nature to people selling it," says N.R. Rayalu, chief executive of the NPS Trust.


Complex mechanism. Electronic clearing system (ECS) is not available at all the points of presence (POPs). Currently, only a handful of them, including CAMS and Axis Bank, are providing this facility.





In the age of online transactions, you cannot expect the customer to visit a branch every time he needs to drop a cheque.





Tough rules. Subscribers need to make a minimum of four contributions in a year. This means four visits to the branch and keeping track of all those payments. Moreover, a minimum contribution of Rs 6,000 could be slightly high for very small investors to shell out.





Cheap? Not really. A back-of-the-envelope calculation shows that if you invest Rs 6,000 per annum (minimum investment required) in the NPS, the total quarterly charges, inclusive of opening the account, work out to be Rs 560 (9.33 per cent of Rs 6,000).





Thereafter, Rs 470 (7.8 per cent) is charged every year, excluding a fund management charge of 0.0009 per cent and other custodian charges. To lower the charges further to 2 per cent, one has to invest at least Rs 30,000 annually.


No premature withdrawals. Withdrawals are not allowed except for special cases. Even at the age of 60, you can only withdraw 60 per cent of the corpus as cash, and the rest is used to buy an annuity.





If you want to withdraw before you turn 60, you would need to buy immediate annuity with 80 per cent of the money accumulated. "This is a retirement-focused scheme. If we allow withdrawals at an early stage of the policy, it will not serve its purpose," says Rayalu.





Obviously, if the scheme has to shed this non-starter tag, it needs significant reform on many fronts.





Said Kanwar Vivek, managing director, Aditya Birla Money (a brokerage house) at the Outlook Money Pension Roundtable in March: "If you see the NPS, it's clear that unless there is some incentive for the intermediary in the scheme, it is a very difficult task to popularise it." Are the policymakers listening? Well, they would do better to.


One Scheme, Several Roadblocks





Availability: People remain confused about how to subscribe to the NPS. This is partially due to lack of interest by service providers in selling the scheme.

Who owns my debt the hospital or collections?

I had some large hospital bills that I was making payments to. Unfortunately it was not enough for the hospital so I think they are sending me to collections. I just received a letter from a collection agency stating that if I didn't pay the debt in full in 30 days they would be assigned my debt and to remit payment to them. Does that mean they already own my debt or does the hospital still own it? I was wondering if it is to late to work it out with the hospital to pay it off and not with the collection agent?|||Hospitals normally will only offer payment terms that will pay off the bill within 3 to 6 months. They will turn the debt to a collections agency after that time even if you are making small payments. Hospitals and other medical facilities do not have the personnel to deal with processing longer term payment plans.





The collection agency sometimes buys the debt and sometimes the debt is just assigned to them. In most cases, it makes no difference. You will have to deal with the collection agency either way. You won't be able to work out a payment plan with the hospital. The collection agency also won't accept small payments over a long term. They will want payment within 6 months.





You might be able to negotiate a settlement for less with the collection agency. Depending on how old the debt is, you might be able to setttle for 25% to 50%. Lump sum gets the best deals. Get any settlement/payment plan in writing and do not give the collector direct access to your bank account.|||Collection agencies either buy debts or take them on consignment. If on consignment, the hospital still owns the debt and the collector will get a percentage of anything they can get. The letter you received doesn't make any sense. They aren't assigned the debt yet, but you are supposed to pay them? This sounds like an attempt to get around the laws giving you 30 days to dispute the debt before it is considered valid by default. (you can still dispute after this 30 days though)





Call the hospital and find out what you need to do. They will tell you if you should still pay them. It sounds like you can. See what type of arrangements they will take to keep the debt in exchange for you paying in full. Make a reasonable offer. Don't offer $5 per week on a 10k debt and expect them to accept it. They don't have to accept anything less than payment in full at this point so ask nicely.|||The hospital still ownes the debt - a collection agency can use illegal dirty

The company's income is potentially a different story. If it is a corporation organized in a foreign country the IRS has no legal authority over it and cannot tax it. John 20:22-23; Matt. 18:18 - the power to remit/retain sin is also the power to remit/retain punishment due to sin. If Christ's ministers can forgive the eternal penalty of sin, they can certainly remit the temporal penalty of sin (which is called an "indulgence").





2 Cor. 2:10 - Paul forgives in the presence of Christ (some translations refer to the presences of Christ as "in persona Christi"). Some say that this may also be a reference to sins.





2 Cor. 5:18 - the ministry of reconciliation was given to the ambassadors of the Church. This ministry of reconciliation refers to the sacrament of reconciliation, also called the sacrament of confession or penance.





James 5:15-16 - in verse 15 we see that sins are forgiven by the priests in the sacrament of the sick. This is another example of man's authority to forgive sins on earth. Then in verse 16, James says “Therefore, confess our sins to one another,” in reference to the men referred to in verse 15, the priests of the Church.





1 Tim. 2:5 - Christ is the only mediator, but He was free to decide how His mediation would be applied to us. The Lord chose to use priests of God to carry out His work of forgiveness.





Lev. 5:4-6; 19:21-22 - even under the Old Covenant, God used priests to forgive and atone for the sins of others.





II. The Necessity and Practice of Orally Confessing Sins


James 5:16 - James clearly teaches us that we must “confess our sins to one another,” not just privately to God. James 5:16 must be read in the context of James 5:14-15, which is referring to the healing power (both physical and spiritual) of the priests of the Church. Hence, when James says “therefore” in verse 16, he must be referring to the men he was writing about in verses 14 and 15 – these men are the ordained priests of the Church, to whom we must confess our sins.





Acts 19:18 - many came to orally confess sins and divulge their sinful practices. Oral confession was the practice of the early Church just as it is today.





Matt. 3:6; Mark 1:5 - again, this shows people confessing their sins before others as an historical practice (here to John the Baptist).





1 Tim. 6:12 - this verse also refers to the historical practice of confessing both faith and sins in the presence of many witnesses.





1 John 1:9 - if we confess are sins, God is faithful to us and forgives us and cleanse us. But we must confess our sins to one another.





Num. 5:7 - this shows the historical practice of publicly confessing sins, and making





public restitution.





2 Sam. 12:14 - even though the sin is forgiven, there is punishment due for the forgiven sin. David is forgiven but his child was still taken (the consequence of his sin).





Neh. 9:2-3 - the Israelites stood before the assembly and confessed sins publicly and interceded for each other.

Probably by crediting the funds to an agent in this country who either has funds on deposit in that country or has correspondents in that country from which the money eventually can be paid out from the final link in the chain. Or, if the bank you take the money to actually has a correspondent relationship with the bank where the money is being sent, they can credit the funds to that bank's account at their own bank and request that the other bank draw the funds out of that account and pay the money to the party that you're sending it to.


So if you go to Bank A and request that a wire transfer be made to a certain country, Bank A probably deposits the money to an account at their own bank in the name of Bank B, a correspondent of theirs who they know either has banking offices, correspondents, or funds on deposit in that country, instructing them that the funds are eventually to be paid to Bank C, D or whatever, the bank you requested the money be paid out at. Bank B would do similarly to Bank A until the last bank is finally reached. So, say when it gets to the final bank, that bank can take the money out of their account that they have with the previous bank in the chain to pay the party the money was sent to.


Just a guess, don't take it as gospel, but probably something like that. I did work in banknote trading for years, but that's cash. Did take orders for wire transfers, but didn't do any of the back office processing of them. I would presume if it were something like Western Union, it wouldn't work much differently, but being one company, there may be fewer links in the chain- the money would have to be deposited somewhere and eventually be taken out of an account at the final destination.|||It is a service for people who need to send money to other countries. Out of this service, they earn a fee. Hence, it is a business for them.
