Why can't we remit $ in RMB to China?

why can't we remit $ in RMB to China?|||I did not know that they have foreign currency restrictions. As long as the Bank you are using have a correspondent relationship with a Bank in China, I dont see the problem in transferring USdollars or even Ren Min Bi's to China
